Amends the penal law to add actual or perceived employment as a law enforcement officer, firefighter, or emergency medical services personnel as a protected class under hate crime statutes.

Allows prosecution of offenses against these professionals as hate crimes when the defendant intentionally selects the victim or commits the offense in whole or substantial part because of their actual or perceived employment status.

Excludes inmates committing offenses against correctional officers or federal law enforcement officers in correctional facilities from hate crime prosecution under this provision.

Defines "law enforcement officer" to include active or retired city, state, and federal officers with duties including arrests, searches, warrant execution, and inmate supervision.

Defines "firefighter" as municipal firefighters and volunteer firefighters, and "emergency medical services personnel" as paid or volunteer personnel providing initial emergency medical assistance, including first responders and EMTs.
