Expands the definition of "eligible diagnostic and treatment centers" under Public Health Law Section 2807-p to include freestanding centers that receive comprehensive family planning reproductive health services grants from the department.

Allows freestanding diagnostic and treatment centers receiving family planning reproductive health services grants to qualify for state fund allocations previously limited to voluntary non-profit and publicly sponsored centers providing comprehensive primary health care services.

Maintains existing eligibility requirements that centers must demonstrate losses from uncompensated care during a base period two years prior to the grant period and that at least five percent of clinic visits serve uninsured individuals.

Effective date is April 1, 2017.
