DNA subcommittee must provide nonbinding recommendations for a New York state familial search policy, including assessment of accuracy, parameters, procedures for use, and fiscal implications of familial DNA searches.

DNA subcommittee authorized to conduct studies, inquiries, surveys, and analyses through its own personnel or in cooperation with public or private agencies to develop the familial search policy.

DNA subcommittee must submit a report with findings and recommendations for legislative action to the governor and legislature by December 1, 2017.

Familial DNA searches permitted when law enforcement investigates unsolved violent crimes with public safety implications, all other investigative leads exhausted, and the crime scene profile is single source.

DNA records may be released to federal, state, or local law enforcement agencies and district attorneys for familial searching purposes upon submission of a DNA record and execution of a written agreement governing use and dissemination; act takes effect 180 days after enactment.
