All city agencies issuing summonses subject to office of administrative tribunals and hearings review must identify violations that can be proven through photographic evidence

City agencies shall document violations appearing on these lists with photographic evidence taken at time of summons issuance using cameras, mobile phones, or other devices capable of producing electronic picture files

When photographic documentation is impracticable or impossible, the issuing agent or officer must include a statement in the summons explaining why photographic evidence could not be obtained

Photographic evidence must be included in summons filings posted on the office of administrative tribunals and hearings website, allowing respondents to view evidence against them

Agencies are authorized to promulgate rules for procedures related to collecting photographic evidence required by this section; bill takes effect immediately upon enactment
