Redirects the $25 annual service charge for "Cure Childhood Cancer" license plates to the "cure childhood cancer research fund" instead of the general distinctive plate development fund.

Requires a $6,000 surety bond from the Department of Motor Vehicles before designing, producing, and issuing the distinctive plates, unless at least 200 orders are received prior to production.

Allows the surety bond to be discontinued if 200 or more plate sets are sold within two years of availability; if fewer than 200 are sold, the department may recover against the bond proportionally for the shortfall.

Delays the effective date of the service charge and surety bond provisions to 180 days after the bill becomes law, while other provisions take effect immediately.
