Amends Correction Law Section 168-j to change the notification timeframe from "forty-eight hours" to "two business days" for when the Division of Criminal Justice Services must notify local law enforcement of a sex offender's change of address.

Requires the Division to notify the local law enforcement agency with jurisdiction over the new residence and the agency where the sex offender last resided within two business days of receiving notice of a change of address.

Requires notification to appropriate out-of-state agencies within two business days when a registered sex offender changes residence to another state.

Mandates notification to all affected law enforcement agencies within two business days of receiving notice that a sex offender has changed their enrollment, attendance, employment, or residence status at an institution of higher education.

Takes effect on the same date as related legislation (A.9239 and S.7252) amending the Correction Law regarding sex offender notifications.
