Amends Town Law Section 263 to expand renewable and alternative energy sources that local building and planning regulations must accommodate beyond solar energy systems to include solar thermal, photovoltaics, wind, hydroelectric, geothermal electric, geothermal ground source heat, tidal energy, wave energy, ocean thermal, farm waste electric generating equipment, and fuel cells.

Amends Village Law Section 7-704 with identical language to require villages to similarly accommodate the same expanded list of renewable and alternative energy sources in their building and planning regulations.

Removes previous language limiting accommodation to "solar energy systems and equipment and access to sunlight necessary therefor" and replaces it with the comprehensive list of renewable energy technologies.

Takes effect immediately upon enactment.
