Amends Agriculture and Markets Law Section 373 to specify that impounding organizations must file petitions for security in the court where criminal charges have been filed, rather than any court.

Allows duly incorporated societies for the prevention of cruelty to animals, humane societies, pounds, animal shelters, and their authorized agents to petition for security to cover care expenses for seized animals.

Permits district attorneys to file petitions on behalf of impounding organizations if requested.

Requires courts to determine security amounts sufficient to cover reasonable expenses including medical care and boarding for at least thirty days, considering facts, circumstances, and the impounding organization's recommendations.

Takes effect immediately upon enactment.
