Establishes New York state renewable electric generation pilot programs authorizing development of up to 300 megawatts of renewable electric capacity statewide.

Requires the Public Service Commission to oversee implementation and direct electric corporations to build or finance renewable energy facilities, with capital and operating costs recoverable in the rate base and a reasonable return over a commission-determined period.

Eligible renewable technologies include solar, wind, photovoltaics, tidal, geothermal, fuel cells, and low-impact run-of-river hydroelectric facilities up to 30 megawatts with no new storage impoundment.

Allows electric corporations to own equity interests in renewable facilities and form partnerships with independent power producers, developers, and customer-owned or leased generators.

Requires the Public Service Commission to submit annual reports to legislative leadership by June 1st detailing facility participation, energy sources, capacity, generation dates, and number of customer-owned or leased generators; competitive process must be established within 180 days of enactment.
