Commissioner of the Office for People with Developmental Disabilities shall adopt rules requiring all employees and volunteers at licensed, certified, or operated providers to complete a standardized training curriculum.

Training curriculum must include abuse/neglect prevention, disability protection laws and regulations, identification and safety procedures, fire safety, first aid, CPR, and cultural competence.

Commissioner shall conduct a literature review of existing training models and reports when developing the curriculum.

Training format options include live classroom, teleconferences, video conferences, satellite transmissions, interactive video, and online courses, but excludes self-study and correspondence work; must be conducted in a comfortable physical learning setting.

All trainees must receive a certificate of completion upon finishing the training program; act takes effect July 1, 2018.
