Requires each combination gas and electric corporation to file an application with the Public Service Commission by April 1, 2018 to establish a residential tariff for electric vehicle charging.

Defines "eligible vehicle" as a four-wheel motor vehicle with maximum gross weight of 8,500 pounds, minimum speed capability of 55 mph, and powered at least partially by an electric motor drawing electricity from a hydrogen fuel cell or battery with minimum capacity of 4 kilowatt hours.

Authorizes the Public Service Commission to approve, modify, or reject proposed tariffs after notice and public comment, with utilities required to make approved tariffs available to customers within 60 days.

Allows utilities to propose tariff revisions at any time based on changing costs or conditions.

Requires utilities to periodically report to the Commission on the number of customers using the tariff, total electricity delivered, and other data as prescribed by the Commission.
