Creates a new crime of promoting an obscene sexual performance by a child in the first degree, classified as a class C felony.

Applies when a person produces or directs 10 or more obscene performances, each involving sexual conduct by a child under 17 years of age, with knowledge of the character and content.

Defines "performance" to include plays, motion pictures, dances, and photographic sessions with multiple photographs taken.

Reclassifies the existing crime of promoting an obscene sexual performance by a child as "in the second degree" and maintains it as a class D felony for any single obscene performance involving a child under 17.

Takes effect on November 1 following enactment into law.
