Establishes a uniform natural gas leak classification system with four categories (Type 1, Type 2A, Type 2, Type 3) based on hazard level and location.

Type 1 leaks (immediately hazardous) require immediate protective action and daily repairs or surveillance until corrected; Type 2A leaks must be repaired within 6 months with biweekly surveillance; Type 2 leaks require repair within 1 year with surveillance every 2 months; Type 3 leaks are non-hazardous and reevaluated annually.

Requires gas corporations to report annually to the Department of Public Service beginning March 1, 2019, providing the location, classification date, and repair date for each leak; makes this information available to municipal/state officials and legislators upon request.

Requires gas corporations to survey areas during significant infrastructure projects and repair Type 1, 2A, and 2 leaks; ensures shut-off valves have gate boxes installed and critical valves are inspected and operational.

Directs the Public Service Commission to investigate whether winter surveillance of cast iron or ductile iron pipelines should be required and to promulgate regulations implementing the leak classification system.
