Directs the Commissioner of Developmental Disabilities to establish a tiered eligibility program for office services for individuals with learning disabilities and complex neurological impairments (including autism spectrum disorders and Asperger's Syndrome).

Tier One provides up to six months of intensive service navigation to connect individuals to appropriate services and supports in crisis situations, with services ending early if agreed upon by both parties.

Tier Two provides an additional six months of continued intensive service navigation, crisis stabilization, and assessment of adaptive behavior levels to prepare individuals for full office eligibility determination.

Requires the Commissioner to develop a reimbursement methodology for intensive service navigation that covers reasonable provider costs and is paid through standard reimbursement processes.

Takes effect 180 days after enactment, with the Commissioner authorized to promulgate rules and regulations necessary for implementation.
