Expands the definition of assisted outpatient treatment to include medication support, medication education, symptom management education, financial management services, and clinical or non-clinical services prescribed to treat mental illness or prevent relapse.

Strengthens oversight requirements for program coordinators, including review of clinical needs prior to treatment order expiration, determination of appropriate directors, and fulfillment of judge and court personnel training duties.

Requires the commissioner to develop an educational pamphlet explaining the assisted outpatient treatment process, criteria, available resources, and responsibilities of program coordinators and directors of community services.

Makes Kendra's Law permanent by removing the June 30, 2022 expiration date, ensuring the assisted outpatient treatment program continues indefinitely.

Enhances procedures for petitioning, including provisions for assisted outpatients who relocate within New York, extended timelines for evaluating continued treatment needs when individuals are missing, and authorization for certain corrections officials to petition for treatment.
