Requires municipalities, non-profit corporations, public corporations, and charitable organizations seeking financial assistance for homeless projects to notify the local planning board within 30 days of application and provide project information.

Mandates that local planning boards promptly schedule and hold public hearings on proposed homeless projects pursuant to existing hearing procedures in general city law, town law, village law, and NYC charter.

Adds proposed homeless projects to the list of housing and urban renewal plans subject to city, state, and federal housing law review under NYC Charter section 197-c.

Applies the public hearing and planning board review requirements to new shelters replacing existing shelters listed in NYC Administrative Code section 21-315.
