Requires gas pipeline facility operators to accelerate repair, rehabilitation, and replacement of leaking piping or equipment, or equipment at high risk of leaking due to inferior materials, poor construction, lack of maintenance, or age.

Directs the Public Service Commission to develop prioritized repair timelines based on leak severity, adopt cost-recovery programs with replacement targets, and establish standard definitions for calculating unaccounted-for gas.

Mandates use of best available technology to detect gas leaks and limits cost recovery for lost and unaccounted-for gas.

Requires the New York State Energy Research and Development Authority to issue non-binding guidelines within one year identifying best practices for identifying and classifying high-risk pipeline infrastructure.

Requires pipeline operators in cities with populations of one million or more to establish and share a database of pipeline infrastructure age and repair status with the coordinated building inspection data analysis system.
