Authorizes the New York State Energy Research and Development Authority, in conjunction with the Department of Taxation and Finance, to develop and operate a temporary middle income home energy assistance program providing one-time supplemental grants for home heating fuel.

Defines "home heating fuel" to include fuel oil, coal, wood, propane, natural gas, electricity, steam, kerosene, and other fuels used for residential heating purposes.

Establishes eligibility standards to be promulgated by the authority, with assistance payments not counted as income or resources under any state law.

Appropriates $1,000,000 from the state treasury general fund to support the program, payable on audit and warrant of the comptroller.

Sunsets the program and repeals all related provisions on April 1, 2019.
