Amends Mental Hygiene Law to establish a bill of rights for persons with autism or autism spectrum disorders.

Prohibits insurance companies from discriminating against individuals with autism diagnoses through differential deductibles, disparate co-pays, spending caps, or arbitrary limits on medically necessary services.

Guarantees nine enumerated rights including access to comprehensive continuum of care, family-driven and patient-focused treatment, qualified professionals, informed consent information, and appropriate pharmaceutical monitoring.

Requires coordinated system of care where health, mental health, child welfare, juvenile justice, and education agencies work together to optimize treatment outcomes.

Takes effect immediately upon enactment.
