Requires all persons intending to construct a gas gathering line or pipeline facility to file spatial mapping data and geographic information system data with the Department of Public Service detailing the proposed facility's location.

Directs the Department of Public Service, in consultation with the Department of Environmental Conservation, to establish and maintain a computer mapping system plotting the locations of gathering lines and pipeline facilities that overlays locations subject to Article 23 of the Environmental Conservation Law.

Defines "gathering line" as a pipeline transporting gas from a production facility to a transmission line, main, or directly to an end user.

Defines "pipeline facility" as new and existing pipelines, rights-of-way, and related equipment used in gas transportation or treatment, excluding transmission and distribution systems operated by local distribution companies and transmission pipelines constructed under the federal Natural Gas Act.

Takes effect 180 days after becoming law, with authority for the Department to adopt necessary rules and regulations immediately upon enactment.
