Allows public assistance recipients in districts that meet federal or state work participation rates to pursue post-secondary education, including four-year college programs, to satisfy work activity requirements.

Requires local districts to count classroom hours as work activity and include study and class preparation time using state education department supplementary assignment hour requirements.

Prohibits districts from assigning additional activities to half-time or full-time post-secondary students maintaining at least a cumulative C average, with waiver provisions for undue hardship.

Increases the allowable portion of proprietary vocational school programs devoted to high school equivalency preparation from 25 percent to 50 percent.

Changes academic performance standards from "good progress" to maintaining a cumulative C average or equivalent, with specific hardship exceptions for death, illness, injury, or other extenuating circumstances.
