Authorizes the chief administrator of courts to adopt rules and regulations standardizing court-appointed special advocate (CASA) programs throughout New York State, including their structure, administration, and operation.

Requires CASA programs to comply with chief administrator regulations and receive approval before their employees or volunteers can be appointed by family courts to assist in proceedings.

Limits appointed CASA persons or volunteers to only performing functions and duties specifically authorized by the family court.

Mandates that CASA programs safeguard confidentiality of all information and materials in compliance with applicable state and federal laws, and ensures board members, officers, employees, and volunteers receive training on confidentiality requirements.

Takes effect immediately upon enactment.
