Establishes the "New York State Restoration of Honor Act" to provide state benefits eligibility to LGBT veterans discharged less than honorably due to sexual orientation, gender identity, or consensual sexual conduct.

Creates a certificate of eligibility process administered by the Division of Veterans' Affairs for discharged LGBT veterans to prove eligibility for state programs, services, and benefits.

Allows veterans to apply for certification using either discharge papers and affidavits or affidavits alone if documents are unavailable, with the division authorized to request records from the Department of Defense.

Prohibits denial of state veteran benefits based solely on discharged LGBT veteran status, provided the original discharge had no independent aggravating circumstances.

Requires the Division of Veterans' Affairs to publicize the certification process on its website and establishes a toll-free telephone number to assist with obtaining certificates; takes effect 90 days after enactment.
