Amends Public Service Law Section 126 to require electric transmission lines conform to a long-range plan for expansion, maintenance, and improvement of New York state's electric power grid and interconnected utility systems.

Requires transmission facilities to accommodate interconnection of existing or proposed generating resources, or if the facility has a design capacity of less than 100 kilovolts, demonstrate that accommodation is not necessary for electric system economy and reliability.

Mandates that transmission facilities transmitting electricity generated from resources outside New York state must ensure such electricity is produced consistent with power plant emissions and performance standards under Environmental Conservation Law Section 19-0312.

Exempts Long Island Sound underwater transmission lines constructed by the Power Authority of New York from certain certification requirements, requiring only findings on specified criteria before granting, partially granting, or denying the certificate.

Takes effect immediately upon enactment.
