Creates a five-member Women Veterans Advisory Committee with one member appointed by the Governor, temporary president of the Senate, Speaker of the Assembly, and minority leaders of both chambers.

Requires all committee members to be women who are former U.S. armed forces members (including New York National Guard) with honorable discharges; appointments should consider geographic balance, cultural diversity, and activity in the veteran community.

Committee members serve four-year terms, meet at least four times per year, and receive no compensation except per diem and travel expenses (state officers/employees retain regular pay).

Committee duties include locating and educating women veterans, determining their unique needs, conducting outreach through statewide events, and making annual recommendations to the Governor, legislature, and Director of Veterans' Affairs.

Committee must submit an annual report by February 15th detailing activities, demographics of women veterans, their contributions, unique needs, and steps to improve support and reduce misinformation; the Division of Veterans' Affairs provides necessary support to the committee.
