Increases the capacity threshold for solar and farm waste electric generating equipment from 1 percent to 5 percent of an electric corporation's 2005 electric demand before the net energy metering program closes to new customers.

Increases the capacity threshold for wind electric generating equipment from 0.3 percent to 2 percent of an electric corporation's 2005 electric demand before the net energy metering program closes to new customers.

Applies to micro-combined heat and power generating equipment, fuel cell electric generating equipment, and micro-hydroelectric generating equipment alongside solar and farm waste equipment.

Maintains the first-come, first-served basis for making net energy metering contracts and schedules available to customer-generators.

Takes effect immediately upon enactment.
