Adds a new subdivision to Social Services Law Section 117 that prohibits eligibility for medical assistance for non-federally mandated services during the first 90 days after enrollment.

Requires the Commissioner of Health to apply for any necessary federal waivers to implement this provision.

Directs the Commissioner of Health to promulgate rules, regulations, and develop a services and eligibility plan for implementation by local social services districts.

Takes effect immediately upon enactment, but the 90-day eligibility limitation does not take effect unless the Commissioner receives all necessary federal approvals and the provision does not prevent receipt of federal financial participation under the medical assistance program.
