Creates a quarterly list of parents with child support arrears exceeding $10,000 (or commissioner-determined amount) compiled by the Office of Temporary and Disability Assistance.

List includes name, last known address, physical description, photograph if available, occupation, arrearage amount, and number of children owed support.

Access to the list limited to employers subject to tax withholding requirements and payroll administrators, who must provide proof of identity and employment of the delinquent individual.

Office must mail certified notice 90 days before disclosure; individual may avoid listing by paying arrearage in full or entering written payment agreement within 90 days.

Individual's information removed from list upon full payment, three consecutive payments under written agreement, or court order finding individual not responsible for arrearage; disclosure protected from confidentiality law violations.
