Requires liquefied petroleum gas marketers and service personnel to complete specific propane safety and training program modules by July 1, 2018, and mandates disclosure to customers of training completion; creates civil liability and deceptive trade practice violations for non-compliance.

Prohibits council funds from being used to influence legislation or elections, establishes Supreme Court jurisdiction to enforce compliance, and clarifies that propane pricing remains determined by market forces without pass-along agreements for assessment costs.
