Requires state agencies to conduct cost comparison reviews before entering consultant service contracts anticipated to cost more than $750,000 in a twelve-month period, unless specific exceptions apply.

Defines "consultant services" to include analysis, research, training, data processing, computer programming, technology systems, engineering, health services, accounting, and auditing, but excludes legal services and construction contracts.

Mandates development of a business plan if cost comparison identifies 10% or greater savings, or less than 10% savings with significant public policy justification; requires submission to state comptroller for approval within 90 days.

Requires notification and opportunity for state employees to submit competitive bids if the contract would result in layoff, transfer, or reassignment of 50 or more employees.

Makes all cost comparison reviews, business plans, and related determinations public records; directs state comptroller to report on program effectiveness and cost savings by December 31, 2020.
