Adds civil celebrants certified by the Secretary of State to the list of persons authorized to solemnize marriages in New York.

Requires civil celebrant applicants to be at least 18 years old with a high school diploma and complete a non-denominational course meeting weekly or more frequently for at least six months covering celebrant philosophy, history, ceremonial structure, and presentations.

Requires applicants to submit a completed application form with personal information and supporting documentation, and pay a fee between $50 and $75 to the Department of State.

Prohibits applicants from solemnizing marriages until certification is approved and received from the Secretary of State.

Allows the Secretary of State to revoke certification through an administrative hearing if application information was inaccurate or did not comply with certification requirements, with revoked celebrants prohibited from solemnizing marriages pending final determination.
