Amends the salary cap for BOCES district superintendents to update the reference school years from 2003-2004 to 2018-2019.

Maintains the salary cap requirement that district superintendent total compensation cannot exceed the lesser of 106 percent of the preceding year's salary cap or 98 percent of the Commissioner's salary in the 2018-2019 state fiscal year.

Preserves existing restrictions on district superintendent accumulation and compensation of vacation and sick leave credits, limiting them to rates permitted for state managerial/confidential employees.

Clarifies that BOCES boards may provide insurance benefits (health, disability, life) for district superintendents with specific requirements for including certain payments in total salary calculations.

Takes effect immediately upon enactment.
