Establishes a new committee on safety within the Metropolitan Transportation Authority to be chaired and appointed by the chairman alongside existing committees on operations, finance, and capital program oversight.

Requires the safety committee to convene at least once annually and mandates that each committee chairperson report on all safety initiatives, concerns, improvements, and failures affecting customers, employees, and the general public in relation to authority facilities and services.

Makes the safety committee chairperson a required member of the capital program oversight committee, increasing its minimum membership from three to four members.

Ensures non-voting commuter council representatives serve on the safety committee and capital program oversight committee in addition to their other assigned committee duties.

Takes effect immediately, with provisions reverting according to the expiration schedule established in chapter 549 of the laws of 1994.
