Creates new crime of aggravated promotion of an obscene sexual performance by a child, charged as a class C felony when person produces, directs or promotes obscene performance involving sexual conduct by a child under specified circumstances.

Establishes aggravated promotion offense when material involves a child under 13, depicts sadistic or masochistic conduct, contains 600 or more images, or involves intent to derive pecuniary gain.

Creates new crime of aggravated possession of an obscene sexual performance by a child, charged as a class D felony when person knowingly possesses, controls, or accesses with intent to view such material under the same specified circumstances.

Defines motion pictures of 30 minutes or less as containing 75 images for purposes of the 600-image threshold, with an additional 75 images counted for each additional 10 minutes of duration.

Effective date is November 1 of the year following enactment into law.
