Amends the definition of "non-residential program for victims of domestic violence" to exclude school-outreach domestic violence prevention programs from the requirement that at least 70 percent of clientele be domestic violence victims and their children.

Requires social services districts to purchase school-outreach domestic violence prevention programs from not-for-profit organizations operating non-residential domestic violence programs for delivery in public and private high schools.

Programs shall provide information and referral services, advocacy, counseling, and education about domestic violence to high school students.

State reimbursement covers 100 percent of expenditures made by social services districts for these programs, to the extent funds are appropriated.

Takes effect 120 days after enactment, with the Office of Children and Family Services authorized to promulgate necessary regulations.
