Adds a new definition to penal law identifying "member of the military or reserves" to include members of U.S. armed forces (Army, Navy, Air Force, Marines, Coast Guard, and their respective National Guard and reserves) and New York Guard or New York naval militia members.

Expands the crime of assault on a peace officer, police officer, fireman, or emergency medical services professional to include assault on a member of the military or reserves.

Classifies assault on a member of the military or reserves as a class C felony when committed with intent to prevent them from performing a lawful duty and results in serious physical injury.

Takes effect immediately upon enactment.
