Establishes a New York State community renewable facility pilot program authorizing development of up to 50 megawatts of solar, wind, or hydroelectric capacity statewide, with potential expansion to 100 megawatts after five years.

Allows electric corporations to own and operate renewable facilities under a subscription-based model offering 10-year energy contracts to customers on a first-come, first-serve basis, with reserved subscriptions for low and moderate income participants.

Requires participating electric corporations to own or lease the property, issue requests for proposals for construction, provide customer agreements for commission review, and maintain labor peace agreements with unions.

Exempts participating customers from systems benefits charges and clean energy standard surcharges based on their subscription level and establishes a fixed kilowatt-hour price that remains constant for a commission-approved period.

Requires the Public Service Commission to provide annual reports on the program and may suspend or terminate it if the program impedes safe and adequate service or causes significant increases in service disconnections or payment arrears.
