Authorizes the Department of Motor Vehicles to issue distinctive "West Indian American Day Carnival" license plates to New York State residents upon request with commissioner-approved design.

Charges an additional annual service charge of $25 per distinctive plate on top of regular registration fees prescribed under Vehicle and Traffic Law section 401.

Requires a $6,000 surety bond from an authorized surety company before plate design and production, unless at least 200 orders with applicable service charges are received prior to issuance.

Deposits all service charge revenues into the Department of Motor Vehicles Distinctive Plate Development Fund established under State Finance Law section 95-g for design, production, advertising, and distribution of distinctive plates.

Takes effect immediately upon becoming law, with section one effective 180 days after enactment; authorizes adoption of necessary rules and regulations for implementation by the effective date.
