Expands the definition of "harassment" and "bullying" in education law to explicitly include teen dating violence and coercion.

Defines "teen dating violence" as emotional abuse, electronic abuse, sexual abuse including sexual coercion, and/or physical abuse in romantic or intimate relationships, regardless of whether the relationship is continuing or concluded.

Requires school districts to create policies, procedures, and guidelines for teen dating violence education programs in grades K-12 that include age-appropriate curriculum on healthy relationships, teacher training, a designated prevention liaison, and incident response protocols.

Mandates school districts consult with the New York State Coalition Against Domestic Violence and local community providers when developing teen dating violence policies and guidelines.

Incorporates teen dating violence prevention into existing civility, citizenship, and character education requirements and school violence communication strategies.

Takes effect 120 days after becoming law, with the commissioner of education authorized to promulgate implementing regulations.
