Amends Public Service Law Section 66 to prohibit utility corporations from wheeling or delivering electricity or natural gas to residential customers when those customers have purchased the energy directly from sources other than the utility.

Restricts contract carrier authorization under Public Service Law Section 66-d to apply only to non-residential customers of natural gas, preventing residential customers from utilizing alternative gas suppliers through utility infrastructure.

Requires that utility corporations continue to adequately compensate for use of their facilities and that wheeling or delivery arrangements remain in the overall best interest of the utility's ratepayers.

Takes effect immediately upon enactment.
