Amends Banking Law sections 592 and 592-a to add robbery of property from a bank (subdivision 4 of Penal Law section 160.10) as a disqualifying felony conviction for bank license and certificate applicants.

Adds new subdivision 4 to Penal Law section 160.10 to establish robbery of property from a bank as an aggravated robbery offense, defined as theft from banks, trust companies, savings banks, safe deposit companies, savings and loan associations, credit unions, or foreign banking corporations licensed in New York or other states that maintain branch offices in New York.

Elevates bank robbery to a class C felony by adding it as a circumstance that triggers enhanced robbery penalties under Penal Law section 160.10.

Takes effect on November 1 of the year following enactment.
