Creates Article 17-C in executive law establishing a Division of Veterans' Business Development within the Office of General Services to oversee a certification program for veteran-owned business enterprises.

Defines "certified veteran-owned business enterprise" as a business at least 51% owned by veterans that is independently operated, has a significant state presence, employs no more than 300 persons, and is certified by the Office of General Services.

Requires the director of the division to develop a statewide directory of certified veteran-owned businesses, assist state agencies in promoting their use on state contracts, and submit annual reports on program participation and performance metrics.

Directs state agencies to implement rules and procedures to ensure veteran-owned businesses have meaningful opportunities to participate in state contracts, with a statewide participation goal to be determined by the commissioner.

Sunsets the article five years after the law takes effect and requires the commissioner to conduct a study within 90 days to determine the percentage of contracts to be set aside for veteran-owned businesses.
