Requires a 120-day warning period before municipal or health agencies issue monetary fines to congressionally chartered veterans' organizations for violations at their facilities.

Veterans' organizations must have opportunity to cure violations during the 120-day period; fines may only be issued if violations persist after the period ends.

Organizations may request written extensions to cure violations after the initial 120-day period, provided they demonstrate attempts to correct the violation.

Exempts imminent life-threatening building or health code violations requiring emergency facility closure from the warning period requirement.

Does not apply to violations of alcoholic beverage control law at such facilities.
