Requires mandated reporters to immediately notify 911 when a crime may have been committed against a patient receiving developmental disability services, eliminating the previous three working day reporting window.

Mandates immediate notification to law enforcement for crimes involving employee/contractor conduct that causes physical injury, unauthorized sexual contact, endangerment of incompetent or disabled persons, or any felony.

Requires administrators and chief executive officers of other service providers to be notified and to ensure 911 was contacted as soon as possible when crimes occur at their facilities.

Prohibits retaliation against state or private direct care employees and volunteers who report allegations of abuse, neglect, maltreatment, unauthorized restraints, seclusion, or suspicious acts.

Makes individuals who wrongfully suspend, fire, or retaliate against whistleblowers subject to termination and ineligible for immunity from civil liability.
