Repeals obsolete public assistance grant schedules covering periods from 2009 through September 2012, keeping only the schedule effective October 1, 2012 and thereafter with monthly grants ranging from $158 (one person) to $617 (six persons) plus $85 per additional person.

Increases the earned income disregard for children and relatives from $90 to $200 monthly.

Changes the earned income exclusion rate from 42 percent to 67 percent for all applicants and recipients, removing the previous limitation to households with dependent children.

Removes the annual adjustment provision that tied the earned income exclusion percentage to federal poverty guidelines.

Repeals subdivision 10 of section 131-a of the social services law entirely.
