Requires the Public Service Commission to establish and enforce standards for advanced metering infrastructure (AMI) devices, including FCC standards for radio frequency emissions, ANSI specifications for meter accuracy, and protections for customer data encryption and security.

Defines one-way smart meters as devices using communication systems (power line carrier, radio frequency, WiFi, telephony, internet) to transmit usage data for billing purposes only.

Defines two-way smart meters as devices that transmit both usage and pricing data bidirectionally and can receive real-time rate information, detect service disruptions, and store usage data.

Grants customers the right to decline installation of two-way smart meters without penalty, fee, or service charge, and requires utilities to provide written notice at least 90 days before scheduled installation.

Allows customers to request removal of a two-way smart meter within 365 days of installation at no cost, but subjects requests after that period to a commission-determined removal fee.
