Amends Mental Hygiene Law to establish a minimum of two regional peer support services programs for veterans, with one located in New York City and one in upstate New York or Long Island.

Defines "certified peer counselor" as a veteran with personal experience in mental health treatment or recovery from substance abuse who has credentials or training recognized by the Office of Mental Health.

Requires the commissioners of Mental Health and Alcoholism and Substance Abuse Services, along with the state director of Veterans' Affairs, to develop training programs and credential processes for certified peer counselors.

Peer support services must include peer counseling for mental illness (including post-traumatic stress disorder), substance abuse counseling, information on service access, family support services, and specialized services for female veterans.

Takes effect sixty days after enactment, with authority to adopt necessary rules and regulations immediately upon passage.
