Establishes a nine-member Behavioral Health Services for Veterans Advisory Board within the division to study and analyze existing and needed behavioral health services for veterans.

Board composition includes three members appointed by the governor, two by the senate president, two by the assembly speaker, one by the senate minority leader, and one by the assembly minority leader.

Board members serve without compensation but receive reimbursement for actual and necessary expenses incurred in performing their duties.

Board shall work with the division, office of alcoholism and substance abuse services, department of health, and department of mental hygiene to provide analysis and recommendations.

Board must report findings and recommendations to the governor and legislature by October 1, 2018, with the act taking effect April 1, 2018.
