Establishes a "deadbeats most wanted list" of individuals in arrears on child support obligations under New York court or administrative orders by more than $5,000 (or a higher amount set by the Office of Children and Family Services).

Requires the commissioner to mail certified notice 90 days before disclosure, and allows public disclosure only if the arrearage remains unpaid 60 days after notice delivery and no payment agreement exists.

Exempts individuals from disclosure if they have a written payment agreement or if the arrearage is subject to administrative or judicial review.

Requires the Office of Children and Family Services to create and maintain a website containing names, photographs (if available), arrearage amounts, and other relevant information about selected child support debtors.

Permits family court clerks to cooperate with counties and municipalities in providing information to create local websites about individuals in arrears who have been found in contempt of court; takes effect 180 days after enactment.
