Amends Social Services Law Section 158 to add a new eligibility criterion requiring recipients to be residents of New York State as defined in Article Four of the Social Services Law.

Creates new Social Services Law Section 21-b establishing that the Office of Temporary and Disability Assistance must require all benefit recipients under the chapter to be New York State residents.

Removes previous language that ended an eligibility provision with a period, replacing it with "or" to connect the new residency requirement as an additional eligibility criterion.

Preserves the Office of Temporary and Disability Assistance's authority to promulgate specific benefit requirements under existing law.

Takes effect 90 days after enactment into law.
